To achieve the maximum savings, maximum quality and minimizing problems the owner and the design process needs to progress in a syncopated manner, and complete with sufficient time to source and bid those designs to cost effective and qualified vendors. During the process of design, budgets can be proofed with the coordinated efforts of the purchasing agent and the specifiers.
